TMC Judge Goulding
elected to state office
Judge Michael R. Goulding of the Toledo Municipal Court
was elected Secretary of the Association of Municipal/County
Judges of Ohio (AMCJO) at the group’s annual winter conference,
February 6 – 8, 2013.
Nominated and elected without opposition, Judge Goulding was
sworn in by Ohio Supreme Court Associate Justice Terrence
O’Donnell to serve this one-year term. Following custom, Judge
Goulding should become President of the Association, comprising
Ohio’s 254 municipal and county court judges, in 2016. |

“I am honored to have earned the respect and trust of my fellow
judges throughout Ohio, and look forward to continuing my
service both to the bench and our community,” said Judge
Goulding.
Judge Goulding has been a Trustee of the AMCJO since 2010, and
serves as Chairman of its Judicial Ethics Committee and Editor
of its newsletter, The Chronicle. Additionally, Judge
Goulding serves on the AMCJO’s Education Committee, which
assists the Ohio Judicial College in planning continuing
education courses for Ohio judges. Judge Goulding himself has
also taught numerous judicial education courses for the College
over the past several years.
He served as Presiding and Administrative Judge for the Toledo
Municipal Court in 2011 and 2012, and currently serves as
President of the Northwest Ohio Municipal/County Judges’
Association. He is an active member of the Civil Law & Procedure
and Judicial Ethics Committees of the Ohio Judicial Conference,
and has testified numerous times before the Ohio legislature on
matters affecting judges.
He is a member of the Domestic Violence Task Force Court
Committee, and is Chairman of the Judicial Administration and
Legal Reform Committee of the Ohio State Bar Association. He is
a member of the Toledo, Lucas County, Toledo Women’s, and Ohio
State Bar Associations. He was appointed by Ohio Supreme Court
Chief Justice Maureen O’Connor to serve on the high court’s Task
Force on Funding Ohio Courts.
Judge Goulding is married with three children, and co-chairs the
annual Diocese of Toledo Red Mass Committee. He serves his local
parish on the School Advisory Council, and has served as a
Trustee of the Mildred Bayer Clinic for the Homeless. He also
volunteers with other civic support groups and is a founding
member of the Jingle Balls band, which has raised
thousands of dollars for such charities as Wake Up Youth, Toledo
Police Athletic League, The Josh Project, Old Newsboys, Moses
Fleetwood Walker Society, Neil Light Scholarship, and R
House.
