The officers, who were promoted to Lieutenant, included
Hector A. Solis. Other offices included Douglas S. Haack,
Brian J. Phillips, Craig A. Ellis, Matthew D. Brixey, Allison
Armstrong, Dexter L. Baker, Joseph J. Camerato, Verdell
Franklin, Todd M. Besteda, David J. Soldner, and Terence C.
Glaze.

González, David C. Rodríguez, Michael A. Posadny,
Karen Marquardt, Gregory D. Tillman, Damon J. Williams, Richard
P. Syroka, and Jeffrey A. Romstadt.

Lack of diversity
As reported in the Jan 15, 2010 issue of La Prensa in an
article by Alan Abrams, Toledo’s Latino population has
been estimated at 6 percent – the third largest in Ohio. Yet
only one member of the 37 new firefighters [Toledo Fire and
Rescue Department] comprising the Fire Class of 2010, who were
sworn in Friday, was Latino—Tony Santiago.
Tony Santiago,
26, is the son of Assistant Chief Luis Santiago, who is
chief of the department’s Special Operations Bureau.
Moreover, the class that was assembled under Mayor Mike Bell’s
predecessor, Carty Finkbeiner, had only two
African-American males and five women—one of them an
Asian-American— among its members. The balance (29) is comprised
of white males.
One wonders why the lack of diversity with this new class, as
was done in the classes of olde,…of Solis, González, and
Rodríguez.
When interviewed by Abrams, both Deputy Chief Phillip
Cervantes and Assistant Chief Luis Santiago informed
La Prensa that they believed more Latinos would be in the
next Fire Class—whenever that will be.
Cervantes said, “Several Latinos who were in the class initially
may have failed one of the steps, but are still eligible for the
next class. We’re always hoping we’ll get more [Latinos],” he
said. Cervantes agreed that there was an immediate need to get
more members of the Latino community interested in a career,
which has historically always held a great attraction for
Latinos. Santiago stressed that the future tests would

Then bloggers reported that the new class—as set forth
below—contains at least 13 members that are related or connected
to primarily current or retired firefighters, and, if so, one
wonders whether the City of Toledo, by and through its agents,
made good faith efforts to advertise to the public that the City
of Toledo was looking for firefighters for the new class:
